      • While the bike may have possibly been speeding (no way to know for sure), although not ridiculously speeding, The driver of the Toyota is completely at fault. It's illegal to cross a double yellow line to enter the car pool lane (plus he clearly didn't look before switching lanes. You have to wait for a proper car pool lane opening. And motorcycles are allowed to use car pool lanes, even with just the driver on board.
